Effingham County placed Project Camellia's previously postponed site plan before commissioners for a November 3 vote. County staff found the submitted plan meets applicable I-1 zoning and site-plan requirements, but the report is a recommendation for consideration, not a recorded approval.

The vote is the next local land-use step for a 1,347-acre campus with six data-center buildings and major power and cooling infrastructure. Approval would address county site-plan review only; it would not itself establish federal wetlands permission or a construction start.
